The development clearance platform: enter any US address and get a cited answer on what you can legally build there, in minutes instead of weeks.
Overview
Cementum is the development clearance platform. You enter an address and the project you have in mind, and you get back a decision, not a data dump: a Go / Caution / No-Go verdict, the risk flags that could kill the deal, and every finding linked to the specific ordinance and section it came from. Reports export to PDF, ready for lenders, partners and municipalities. The platform is live on US building codes, with beta active in Texas. Two ways to buy it. Self serve at $300/mo for unlimited cited reports across all states. The Urbanist in Your Pocket, a white glove tier where a senior expert runs your deal end to end on the same platform. It scales like software and sells like consulting. Early proof: 70 beta testers across architects, developers, engineers and real estate. Live white glove client engagements on real deals, where the product was born and where the demand showed up first. A first US case where a Chicago developer had studied one site for two years, and a single cited report surfaced the viable mixed use path. Built by people who live the problem: a construction industry founder, plus two Lean Six Sigma process engineers now based in Texas. We are raising a $500K SAFE round, with roughly $75K committed to date.
Challenge
Every development deal starts with one question: can I build this here, yes or no? Today there are three ways to answer it and all three break. Manual research misses one ordinance, and the damage shows up downstream. Zoning consultants cost $5K to $15K per site, take weeks, and give you one opinion with nothing to verify. Generic AI answers instantly, hallucinates, and leaves the liability entirely with you. The cost of being wrong is asymmetric. Best case, the answer kills the deal after you have already spent money finding out. Worst case, you close, you build, and you find out too late: blown returns, partner liability, reputation gone. US development regulation is fragmented across thousands of municipalities, each with its own code, overlays and state preemptions. Nobody answers the question fast, cited, and at scale. The ground is already shifting. Cities including Austin and Los Angeles have adopted AI to speed up permit and zoning review on their side of the counter. The public sector is validating the category and moving first. The developers, lenders and design firms who file with those cities still have no verifiable way to get the answer before they commit capital. That is the side of the transaction we serve.
